What is this in place of a time signature?

Just looking over the music for Bach's Invention No. 13. There isn't a time signature, but instead there is a "C". What does that mean?

Difference between 2/2 and 4/4 time signatures

Andrew mentioned in one of the music theory lessons that the 2/2 time signature is the same as the 4/4 time signature (I think it was lesson 21). However I don't really get it. What's the Strong/Medium/weak pattern for 2/2 time? Is it exactly the same
